Permit to Carry
The State of Minnesota permit to carry must be requested through the sheriff's department of the county in which you reside. For Hennepin County:

** In an effort to reduce processing time and duplication of effort, if you possess or are applying for a Minnesota permit to carry through the Hennepin County Sheriff's Officer, that permit also constitutes a permit to purchase. You do not need to complete both.

- The application must be complete and legible.
- The applicant must be 18 years old (21 years old for handguns).
- Must be a current Osseo resident with ID showing proof of residency
- Allow up to 30 days for the application to be processed.
- Failure to provide accurate and complete information may result in your application not being processed.
Application
Download the Permit to Purchase (PDF) and return the department upon completion with a valid ID. If you are not dropping off the application in person, you will need to have the application notarized.

Applications can be submitted through the U.S. mail, online, via email, or dropped off in person Monday through Thursday, 7:30 a.m. to 5:00 p.m., and Friday, 7:30 a.m. to 11:30 a.m.
